2009 WISCONSIN ACT 158 - Requiring Carbon Monoxide Detectors
AN ACT to amend 440.974 (1) (b); and to create 101.615 (1m) and 101.647 of the statutes; relating to: requiring carbon monoxide detectors in buildings containing one or two dwelling units.
REQUIREMENTS. (a) The owner of a dwelling shall install a functional carbon monoxide detector in the basement of the dwelling and on each floor level except the attic, garage, or storage area of each dwelling unit. A carbon monoxide detector wired to the dwelling’s electrical wiring system shall have a backup battery power supply. Except as provided under par. (b), the occupant of the dwelling unit shall maintain any carbon monoxide detector in that unit.
SECTION 4.0 Effective date. (1m) This act takes effect on February 1, 2011.

EPA Rules Requiring the Use of Lead-Safe Practices Take Effect April, 2010
Under the rule, contractors performing renovation, repair, and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination.
New Fertilizer Rules to Take Effect April 1, 2010
Does Not Include Finished Sewage Sludge Product
Governor Jim Doyle has signed into law new regulations which will severely limit the display and sale of fertilizers containing phosphorous. It will go into effect April 1, 2010. MHA was successful in adding language to the bill protecting hardware stores and other retailers from fines and penalties should a customer purchase and apply phosphorous fertilizer for a non-permitted use.
A specific provision of the bill EXEMPTS manipulated animal or vegetable manure or finished sewage sludge product (such as Milorganite), which may be openly displayed.
Under the new law, application of phosphorous fertilizers will be limited to:
- New lawns in their first growing season.
- Areas shown to be deficient in phosphorous by a recent soil test.
- Pasture land used to grow grass for sod or any land used for agricultural production.
The law's language stipulates that no person may sell retail turf fertilizer that is labeled as containing phosphorous or available phosphate if the person knows that the purchaser intends to use the fertilizer for a purpose other than a permitted use.
Retailers will not be banned outright from selling phosphorous fertilizers, but strict display limitations will be in place. Retailers will not be allowed to display the product (other than manipulated animal or vegetable manure or finished sewage sludge product on their sales floors. Rather, they may choose to post a sign advising customers that fertilizers containing phosphorous are available upon request (i.e. from the "backroom"), but may only be sold for uses permitted under the new regulations.
